It is vital therefore that a Grant Code should give
fullest scope to Managers, as well as guarantee
security for teachers.
In an effort to provide security for teachers and at the
same time to satisfy the financial authorities of the
Colony, the New Code has in fact taken the leadership of
voluntary education from the Managers and vested it in the
Director: not by specific statement but by the circumscrib-
ed financial provisions of the Code which necessitate the
Director giving previous approval to all appointments and
expenditure.

I beg to request that a representative of the Roman Catholic Schools
and I myself on behalf of the Anglican Schools for which I am responsible
be given an opportunity to put this case in person before your
Educational Officers in London before the Code becomes final, unless you,
Sir, are willing to direct the modification of the Code to meet our
objections. I attach in an Appendix a new suggestion as to how this can
be done. Other suggestions have already been made - notably in the
Alternative Grant Code, November, 1939, and in the Memorandum on the
Basis for Calculation of Block Grant December 11th, 1939, copies of
which are attached to this letter.
